    Mulatu lahir di kota Arjo, Provinsi Welega.[3] Ia dididik di Tiongkok, menerima gelar sarjana dalam filsafat ekonomi politik dan doktor dalam hukum internasional di Universitas Peking.[3] Dia mengajar di beberapa "universitas asing dan lembaga ", menurut Ketua DPR Abadula Gemeda.
